Introduction

The shortage of healthcare professionals is a growing concern worldwide, significantly affecting healthcare systems as they struggle to meet the demands of an aging population. The increased need for medical services has placed immense pressure on healthcare providers, contributing to workforce depletion. Many nurses leave their positions due to burnout, dissatisfaction, and mental health struggles, particularly in response to the COVID-19 pandemic (Burrowes et al., 2023).

According to the U.S. Bureau of Labor Statistics (2024), the demand for healthcare professionals—especially nurses and primary care providers in rural settings—continues to outpace supply. Contributing factors to this shortage include limited access to professional education and training, long working hours, and workplace conditions that deter new entrants into the field. Addressing this crisis requires comprehensive solutions, including policy reforms, increased funding for healthcare education, better workplace conditions, and the integration of telehealth and artificial intelligence (AI) to enhance workforce efficiency.

Autonomy and the Healthcare Workforce Shortage

Autonomy plays a fundamental role in mitigating the healthcare workforce shortage by empowering healthcare professionals to make independent decisions about their careers, workplace environments, and patient care. Higher levels of autonomy within a professional’s scope of practice are associated with increased job satisfaction, improved retention, and greater workforce stability (Şahan, 2023). However, the ongoing shortage has led to increased workloads, administrative burdens, and restrictive policies, all of which limit clinical decision-making and contribute to burnout and high turnover rates.

Expanding the scope of practice for nurse practitioners in primary care settings is a viable strategy to address workforce shortages, particularly in underserved communities. Allowing nurse practitioners to practice independently enhances healthcare access and alleviates pressure on overburdened physicians (Şahan, 2023). Additionally, implementing workplace flexibility and supportive policies can further improve autonomy, leading to greater job satisfaction, better workforce retention, and improved patient outcomes.

Beneficence and the Healthcare Workforce Shortage

The principle of beneficence—acting in the best interest of patients—is crucial in addressing workforce shortages while maintaining high-quality care standards. One approach to ensuring beneficence is the implementation of nurse residency programs, which help new nurses transition into practice, reducing turnover and enhancing patient care outcomes (Mohammad & Al-Hmaimat, 2024).

Hospitals have also adopted team-based care models to distribute workloads more effectively, ensuring that healthcare providers can focus on patient care. Research indicates that inadequate staffing correlates with higher patient mortality rates, increased medical errors, and lower patient satisfaction (Burrowes et al., 2023). To address these challenges, healthcare organizations must allocate more resources to medical education, incorporate telemedicine, and utilize AI-driven solutions to improve efficiency and patient care outcomes (Burrowes et al., 2023; Mohammad & Al-Hmaimat, 2024).
